* Turkey refused to participate in the Final Stage of Brazil alleging financial difficulties. To fill this vacancy, FIFA sent an invitation to Portugal (runner-up in Group 6), but they also declined.

* The 1950 British Home Championships doubled as World Cup Qualifying Group 1.

** Scotland earned a qualification berth for the Final Stage as British runner-up, but refused to participate since they stated earlier that they would only go to Brazil as winners of the Home Championships. To fill this vacancy, FIFA sent an invitation to France (runner-up in Group 3), who initially accepted to participate in the Final Stage, but withdrew after the group draw was made on 22-05-1950, alleging that the travel distances they would have to cover in Group 4 (in which they were drawn) were too long.

Argentina, who was also drawn in this group, withdrew after the first game. Consequently, FIFA scratched the remaining match program and assigned the two qualifying berths to Bolivia and Chile.
