COMPETITION SYSTEM

· 32 national squads enter a Qualifying Stage, in which they are divided in 7 groups (four of them with 5 teams each and three with 4) playing a round robin. The host nation (Federal Republic of Germany) is bye from this round.

· The 7 group winners and the host advance to a Final Stage in FRG, divided in 2 groups of 4 teams each.

· Both the group winners and runners-up advance to the Semifinals, played as an X-pairing. The two winners qualify for the Final.
