XLII EUROPEAN CHAMPIONSHIP (RĪGA 2025)

QUALIFYING STAGE

(From 25-11-2021 to 24-02-2025)

COMPETITION SYSTEM

· 40 out of 50 members of FIBA Europe are eligible for the Qualifying Stage of FIBA EuroBasket 2025. The 14 teams eliminated after the Pre-Qualifying Tournament and the First Round of the FIBA World Cup 2023 European Qualifiers (Albania, Austria, Cyprus, Denmark, Kosovo, Luxembourg, Romania, Switzerland / Bulgaria, Croatia, North Macedonia, Poland, Portugal, Slovakia), together with 2 teams who didn’t participate in the World Cup Qualifiers (Ireland, Norway), enter a Pre-Qualifying Tournament, divided into three rounds. Should EuroBasket 2025 Final Stage co-hosts Cyprus and Poland not be among the pre-qualified teams, they will advance automatically to the next rounds.

· The 10 lowest seeded teams in the Pre-Qualifying Tournament will start the competition in a First Round with three groups (two of three teams each and one more of four teams), playing a round-robin.

· The three group winners after the Pre-Qualifying First Round, the two best runners-up and Cyprus (who was announced as one of the Final Stage co-hosts after the group distribution) will join other 6 teams in a Second Round, also played as a round-robin of three groups with four teams each. The three group winners will gain access to the EuroBasket 2025 Qualifying Round.

· The teams missing out on qualification berths in the First and Second Rounds of the Pre-Qualifying Tournament will have another chance to advance to the EuroBasket 2025 Qualifying Round via a Pre-Qualifying Third Round, also played as a round-robin of four groups with three teams each. The four winners will gain access to the EuroBasket 2025 Qualifying Round.

· The seven group winners after the Pre-Qualifying Second and Third Rounds, together with co-host Cyprus, will join the 24 teams from the FIBA World Cup 2023 European Qualifiers Second Round (Belgium, Bosnia-Herzegovina, Czech Republic, Estonia, Finland, France, Georgia, Germany, Great Britain, Greece, Hungary, Iceland, Israel, Italy, Latvia, Lithuania, Montenegro, Netherlands, Serbia, Slovenia, Spain, Sweden, Turkey, Ukraine) in the EuroBasket 2025 Qualifying Round.

· The 32 participants in the Qualifying Round are distributed into eight groups of four teams each, playing a round-robin.

· The three highest-placed teams from each of these eight groups will qualify for the Final Stage of Eurobasket 2025. Should any of the four Final Stage host nations (Latvia, Cyprus, Finland and Poland) not be among the former, they will exchange positions with the third-qualified team in their group.
