#: Berth assigned to a country but not used due to withdrawal, ban or low ranking. In this situation, the country receives a penalty over its total points, which applies as follows: the points earned by all the country’s clubs are multiplied by the number of withdrawing teams, and the result is divided by the total number of assigned berths (both participating and non participating teams, with a minimum of 6); this number (rounded in millesimals) is then substracted from the total points to determine the ranking after penalty. For example:

UKRAINE:                2 pt. (C1) + 2 pt. (C2) + 3 pt. (C3) + 2 pt. (C3) + 2 pt. (C3) + 0 pt. (C3: withdrawal) = 11 pt.

                                penalty = 11 x 1 / 6 = 1.833333... = 1.833 pt.

                                final points = 11 - 1.833 = 9.167 pt.
